Frank – The Impact Player

Frank accomplished a lot in his life. The following is an effort to identify all those accomplishments.

A successful husband married to Rhonda Tripepi for 50 years.

Raised a strong daughter who graduated form Saint Lucy’s Priory High School and went on to graduate from Claremont McKenna College.

Successful grandfather to a future Wake Forest college student and proud Cars fan.

Graduated from CSU Fullerton.

Served 28 years straight as the City Manager of Rosemead, CA. At the time he was one of the longest continuously serving city managers in California for the same city.

Brought Southern California Edison headquarters to Rosemead.

Brought one of the first Walmarts in LA County to Rosemead, contributing dramatically to the fiscal stability of the City.

Served honorably in Vietnam and was recognized with the following medals: National Defense Service Medal, the Vietnam Campaign Medal, and the Good Service Medal.

Served as President of MuniFinancial – later renamed Willdan Financial – and expanded a profitable and successful division of Willdan Group of Companies.

Served on the Board of Governors for the Rose Institute of State and Local Government at Claremont McKenna College since 2004 to his passing.

Was a founding city manager in the group that formed the joint powers authority we commonly know as the California Joint Powers Insurance Authority.

Served as the interim city manager for the City of La Puente for 1.25 years.

With City Council support, structured and led the creation of the Garvey Community Center and adjacent senior living facility while serving as Rosemead City Manager.

Was a model contract city with City of Rosemead. Rosemead was recognized for its fiscal stability and effective use of contracting for police, fire, engineering and numerous other services.

Paid meticulous attention to detail on cars, and was a frequent winner at car shows with his Mustangs.
