Sad to hear and condolence to Ronda, Nicole,Reagan and you. Frank had a huge impact on the city management profession, local government and the California Contract Cities Association. He was always supportive and instrumental in effective advocacy on behalf of local government. I’m blessed to have worked with him and to call him a true friend. RIP Frank.
